OBJECTIVES: Health in All Policies (HiAP) has been promoted as a means of embedding concern for health impacts in the policy-making process. In South Australia, specific structures and processes to achieve this have been developed and tested.PARTICIPANTS: The HiAP approach is designed to engage policy officers and managers in all sectors of government.SETTING: South Australia, one of six Australian states, which operates under a system of cabinet government. There are 15 government departments.INTERVENTION: The primary mechanism of the South Australian HiAP approach is the health lens analysis (HLA) – an intersectoral, partnership process drawing on public health research methods. It has been applied to three separate public policy issues: water security, digital technology and migration.OUTCOMES: Evaluation findings to date suggest that the HLAs have resulted in the following: increased understanding by policy-makers of the impact of their work on health outcomes; changes in policy direction; development and dissemination of policy-relevant research; greater understanding and stronger partnerships between health and other government departments; and a positive disposition toward employing health lens analyses in future work.CONCLUSION: There have long been calls for intersectoral action in order to achieve public policy supportive of positive health outcomes. Evaluation to date suggests that the HLA is a promising means of moving the agenda from policy rhetoric to policy action.

The lack of broad public support prevents the implementation of effective climate policies. This article aims to examine why citizens support or reject climate policies. For this purpose, we provide a cross-disciplinary overview of empirical and experimental research on public attitudes and preferences that has emerged in the last few years. The various factors influencing policy support are divided into three general categories: (1) social-psychological factors and climate change perception, such as the positive influences of left-wing political orientation, egalitarian worldviews, environmental and self-transcendent values, climate change knowledge, risk perception, or emotions like interest and hope; (2) the perception of climate policy and its design, which includes, among others, the preference of pull over push measures, the positive role of perceived policy effectiveness, the level of policy costs, as well as the positive effect of perceived policy fairness and the recycling of potential policy revenues; (3) contextual factors, such as the positive influence of social trust, norms and participation, wider economic, political and geographical aspects, or the different effects of specific media events and communications. Finally, we discuss the findings and provide suggestions for future research.Policy relevancePublic opinion is a significant determinant of policy change in democratic countries. Policy makers may be reluctant to implement climate policies if they expect public opposition. This article seeks to provide a better understanding of the various factors influencing public responses to climate policy proposals. Most of the studied factors include perceptions about climate change, policy and its attributes, all of which are amenable to intervention. The acquired insights can thus assist in improving policy design and communication with the overarching objective to garner more public support for effective climate policy.

We introduce and study in this paper the policy design improvement regarding the public procurement process for publicmanagement innovation. Public procurement is obtained transparently and efficiently at the exact cost of goods, constructions,services, among others. In addition, it has decreased the national budget and supported the national economic development.Most of the major contributions of public procurement included support for small businesses, jobs, and balancedregional development. Nevertheless, a lot of issues have become apparent during the public procurement process, thusrequiring preventive measures. The aim of this study is to demonstrate an enhanced public procurement process and developefficient policies in the future. For this reason, we investigated the issues regarding South Korea’s public procurement process,and concentrated on policy improvement. It is our intention to provide a highly efficient global public procurement processthat can be used as an academic paper that will help in developing South Korea’s public procurement process and policydirection.

This paper focuses upon two complex and related concepts, namely risk and innovation in public services. The last two decades have witnessed an increasing policy imperative around using innovation to improve the efficiency and effectiveness of public services. Innovation is seen to be inextricably linked to positive risk-taking, and yet little attention has been paid to its governance in the public service innovation process. This paper argues that existing approaches to risk and innovation are not sufficiently developed and propose a framework of risk governance that aims to address these issues and suggests a research agenda for the future.

The public promotion of electricity from renewable energy sources coexists in many countries with the recent implementation of emissions trading schemes. As shown by several papers, this coexistence may lead to significant interactions between both instruments, in the form of synergies and conflicts. This paper provides an overview and analysis of the literature on such coexistence and interactions. A major conclusion is that policy measures aiming at exploiting the synergies between both instruments should be implemented. The greatest synergy effects from the use of both instruments take place through appropriate coordination of their targets. Another key finding is that, although some stylised facts can be inferred from the studies, some results from those complex interactions are context-specific since they depend on the design of the instruments in particular countries. In spite of the significant policy implications of such interactions for the effective and cost-effective functioning of both instruments, this is a surprisingly under searched field. It is so concerning, both, theoretical and empirical analysis.

Abstract Public health programs began as an attempt to fight infectious diseases that are difficult to address without collective action. But the concept and practice of public health has ballooned to encompass an expanding list of controversial public policy goals ranging from reducing obesity to raising self-esteem. As the list of controversial goals expands, support for “public health” measures contracts. I’ll briefly defend the view that we should define public health as the provision of health-related public goods. I’ll then show that being a health-related public good is not a sufficient condition for counting as a public health goal, since virtually any private good can be converted into a public good by government fiat. This is the conversion problem, which challenges the way we ordinarily think about public goods and public health.

Over the past several decades, prominent public management and policy scholars have repeatedly identified institutional analysis as a promising tool for empirical research, particularly for the study of 'new governance' phenomena where policy is enacted and implemented by actors that span organizations, sectors, jurisdictions, and governance levels. Yet, relatively few empirical studies directly measure and model institutions in management and policy settings. In a systematic review of the literature, we identify challenges and barriers that may prevent management and policy scholars from engaging with institutional analysis, along with examples of studies that illustrate how to overcome these challenges in practice.

Theories of public policy change, despite their differences, converge on one point of strong agreement: the relationship between policy and its causes can and does change over time. This consensus yields numerous empirical implications, but our standard analytical tools are inadequate for testing them. As a result, the dynamic and transformative relationships predicted by policy theories have been left largely unexplored in time series analysis of public policy. This article introduces dynamic linear modelling (DLM) as a useful statistical tool for exploring time-varying relationships in public policy. The article offers a detailed exposition of the DLM approach and illustrates its usefulness with a time series analysis of United States defense policy from 1957 to 2010. The results point the way for a new attention to dynamics in the policy process, and the article concludes with a discussion of how this research programme can profit from applying DLMs.
